VS commission votes out annex out bridges

The Valley Springs board of commission saw the light at the end of the tunnel Sept. 12 in its years-long goal to annex two bridges on Hwy. 103 out of the city limits. 
John Hughes from Hughes Law Office in Sioux Falls addressed the board at its regular monthly meeting. According to Hughes, a recent piece of legislation allows the city to annex out ‘H’ lots and re-map the city boundaries. 
“In 2016 the rules changed and the legislature decided you guys as a board of commissioners can decide if you want property inside or outside the city limits,” Hughes said. “The county doesn’t have a vote. Landowners don’t have a vote.”
According to Mayor Carl Moss, maintaining the bridges is an expense the city doesn’t have. 
“It looks like we might be one step closer,” he said. 
The board approved a motion to annex out the property and a motion to award a bid to CMC Excavation of Emery for the BJM Industrial Park Sanitary Sewer and Main Extension Project. 
The board reviewed several bids and selected CMC as the lowest. The work is expected to be completed in two weeks.
The board will hold its next regular meeting at 6 p.m. Tuesday, Oct. 10.
