THE MINNEHAHA COUNTY COMMISSION CONVENED AT 9:00 A.M. February 11, 2020, pursuant to adjournment on February 4, 2020. Commissioners present were: Barth, Bender, Beninga, and Heiberger. Commissioner Karsky was absent. Also present were Olivia Larson, Commission Recorder, and Margaret Gillespie, Senior Deputy State’s Attorney.

PUBLIC COMMENT

Bob Litz, Auditor, spoke on upcoming election dates, voter registration deadlines, and the process regarding voters who have been convicted of a felony. The following are the upcoming elections and voter registration deadlines: City/School Election - April 14, 2020, with registration deadline of March 30, 2020; Runoff Election if needed - May 5, 2020, with registration deadline of April 20, 2020; Primary Election - June 2, 2020, with registration deadline of May 18, 2020; and General Election - November 3, 2020, with registration deadline of October 19, 2020.

Crystal Johnson, State’s Attorney, reported that Juvenile Gang Identification/Investigation Training was provided free of charge last week to local teachers, Lutheran Social Service workers, social workers, and school resource officers. The Undersheriff from Ramsey County came to provide the training where identifying gang members and the suppression of gangs were discussed.

PRESENTATIONS

Commander Ken Teunissen, Department of the Dakota Military Order of the Purple Heart, spoke on their mission, their membership, and presented Minnehaha County with four Purple Heart road signs for installation by the South Dakota Department of Transportation.

Amy Carter, Children’s Inn Operations Director, gave a presentation on the Children’s Inn highlighting the following areas: shelter intakes, capacity, average people per day, crisis intervention, client demographics, the need for the services, funding sources, and a future building project. Ms. Carter introduced Michelle LaVallee as the new CEO of Children’s Home Society.

ALCOHOL BEVERAGE LICENSING

Olivia Larson, Deputy Auditor, presented an application for a consume and blend alcohol beverage license for a wedding being held at the Izaak Walton League on February 29, 2020. The license would allow Bryce Renken, the groom, to provide, but not sell, alcoholic beverages for his wedding beginning at 3:00 p.m. and ending at 12:30 a.m. (March 1, 2020). MOTION by Barth, seconded by Heiberger, to approve a Consume & Blend Alcoholic Beverage License for the Renken Wedding to take place on February 29, 2020, at the Izaak Walton League, Sioux Falls Chapter, beginning at 3:00 p.m. and ending at 12:30 a.m. (March 1, 2020). By roll call vote: 4 ayes.

AGREEMENTS

DJ Buthe, Highway Superintendent, presented a Right-Of-Way Purchase Agreement for property owned by Barbara J Madison. In conjunction with JSA Engineers, the Highway Department is rebuilding County Highway 149 from County Highway 122 five and a quarter miles north to the Colton city limits. In order to meet safety standards, additional right-of-way is required. MOTION by Heiberger, seconded by Barth, to approve a Right-Of-Way Purchase Agreement between Minnehaha County and Barbara J Madison for the amount of $4,260.60 for a total of 0.526 acres legally described as Lot H-2 In The East Half Of The Northeast Quarter (E½Ne¼), Of Section 34, Township 104 North, Range 51 West Of The 5th P.M., Minnehaha County, South Dakota.  4 ayes.

Carol Muller, Commission Administrative Officer, presented an agreement with Med-Star Paramedic Ambulance to provide decedent transport services to the Minnehaha County morgue from locations in Minnehaha County within the City of Sioux Falls. The cost per transport will be $400.00. MOTION by Heiberger, seconded by Barth, to authorize the Chair to sign the Decedent Transport Agreement between Minnehaha County and Med-Star Paramedic Ambulance, Inc. for a period of one year beginning March 1, 2020, at a cost of $400.00 per transport.  4 ayes.

LEGISLATIVE UPDATE

Craig Dewey, Assistant Commission Administrative Officer, gave an update and status report on the 2020 Legislative Session bills that impact Minnehaha County. Commander Ken Teunissen, Department of the Dakota Military Order of the Purple Heart, spoke on Senate Bill 35 regarding funding for the State Veterans’ Cemetery. Upon the request of Commissioner Barth, Mr. Dewey specifically addressed Senate Bill 68.

LIAISON REPORT

Commissioner Heiberger reported that Homeless Outreach Department staff from Southeastern Behavioral HealthCare will hold office hours at the Downtown Library to provide mental health and/or social work assistance.

Commissioner Bender met last week and on February 11, 2020, with DJ Buthe, Highway Superintendent, regarding the Highway Department. Commissioner Bender spoke in appreciation for all of the work the crew does to maintain County roads.

OLD BUSINESS

Commissioner Barth reported that law enforcement is finding more meth with a hirer purity percentage and at a lower price. This results in a large volume of meth being more easily available.
