The annual organizational meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 12th of July, 2021 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, Gregg Talcott, and Nick Scott.  Absent:  None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, High School Principal Mark Schlekeway, Activities Director Bill Freking, Intermediate School Assistant Principal Rick Pearson, Special Services Director Wendy Otheim, and Operations Manager Ty Hentschel.

Renee Ullom called the Annual Budget Hearing to order and welcomed everyone to the Annual Budget Hearing that preceded the Board of Education annual meeting at 6:00 p.m., presented by Business Manager Paul Lundberg.  No one from the public spoke for or against the proposed budget.  

Renee Ullom called the annual meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.

Gregg Ode and Nick Scott were sworn in and took the Oath of Office for 3-year terms (each) on the Board of Education for the Brandon Valley School District 49-2. 

Superintendent Jarod Larson presided over the meeting for the election of Board Chairperson.

Ellie Saxer nominated Renee Ullom as Board Chairperson for the 2021-22 Board of Education. Motion by Talcott, seconded by Saxer to nominate Renee Ullom as Chairperson of the Board of Education for the 2021-22 school year and that nominations cease and the Board cast a unanimous ballot for Renee Ullom as Chairperson of the Brandon Valley Board of Education for the 2021-22 school year. On a roll vote, voting aye:  Talcott, Saxer, Ode, Scott and Ullom; nay: none.  Motion carried.

Renee Ullom presided over the meeting as the newly elected chairperson.

Nick Scott nominated Gregg Ode as Vice Chairperson for the 2021-22 Board of Education.  Motion by Talcott, seconded by Scott to nominate Gregg Ode as Vice Chairperson of the Board of Education for the 2021-22 school year and that nominations cease and the Board cast a unanimous ballot for Gregg Ode as Vice Chairperson of the Brandon Valley Board of Education for the 2021-22 school year.  Motion carried.

Motion by Saxer, seconded by Ode to approve the agenda as presented.  Motion carried.

Motion by Talcott, seconded by Saxer to adopt the following regular procedures for 2021-22 Board of Education meetings:

1. Meeting dates and times:  6:30 p.m. on the second and fourth Monday of each month except July and December where there is only one meeting held on the second Monday of the month.

2. Meeting place:  All meetings to be held at the Brandon Valley High School Community Room.

3. Order of roll call:  Motion, second and alternating.

The cash report for the month of June, 2021 showed receipts of $5,136,126.58 and disbursements of $5,354,405.02, leaving a balance of $22,093,043.04.  The General Fund had receipts of $4,089,779.55, and disbursements of $2,781,112.09, leaving a balance of $10,490,505.31.  Capital Outlay Fund had receipts of $326,287.80 and disbursements of $20,036.00, leaving a balance of $6,259,296.89.  Special Education Fund had receipts of $483,202.33 and disbursements $732,307.88, leaving a balance of $1,455,145.15.  Bond Redemption Fund had receipts of $185,968.22 and disbursements of $317,600.00, leaving a balance of $846,767.51.  Enterprise Fund had receipts of $250.00 and disbursements of $21,315.63, leaving a balance of $39,640.89, and Capital Projects Fund has receipts of $11,638.68 and disbursements of $1,482,033.42, leaving a balance of $2,962,687.29.

The June, 2021 payroll totaled $2,091,015.43 of which $1,130,920.78 was instructional, $554,082.29 was support services, $35,009.15 was co-curricular, $294,544.96 was Special Education, $60,020.75 was Food Service, and $16,437.50 was Driver’s Education.

The 2021-22 Brandon Valley Distance Learning Academy will continue as follows: Grades K-4: Brandon Valley Teachers/Platform; Grades 5-12: SD Virtual School (5-6 Black Hills On-line Learning and 7-12 SD Virtual School).

The LYNX Summer Reading Program will run in collaboration with Siouxland Library and Pizza Ranch again this summer.  Goals are:  Birth-5 years:  100 Books; K-5th grade: 600 Minutes, 6th – 12th grade: every three books receives an entry in the Grand Prize Drawing.

Brandon Valley High School addition priorities have been reviewed and discussed as follows:

- General Classrooms, Ground Floor Special Education, Science Lab Classrooms, Maximize Land Usage/ Upgrade East Facility Face, Minimize Impact to parking.

The tentative BVHS Addition timeline is as follows:

- Preliminary planning in-progress:  Preliminary planning with the Building and Grounds Board Committee, Central Office Administration and BVHS Administration

- Fall 2021 – Information sharing as follows:  Community with Board of Education, Administrative Council, Teacher Liaison Council, Classified Council, and the Brandon Valley High School Staff

- Winter 2022 – Bid the project

- Spring/Summer 2022 – BVHS Addition begins

- 2022-2023 School year – Construction in-progress

- Fall 2023 – Addition opens

Information sharing regarding the BVHS Addition begins with preliminary planning (in-progress) with Building and Grounds Committee, Central Office Administration and BVHS Administration.  In the Fall of 2021, Communication will continue with the Board of Education, Administrative Council, Teacher Liaison Council, Classified Council, and the Brandon Valley High School Staff. 

The 2021 Summer Lunch Program continues through July 27, 2021.  Numbers for the six weeks thus far are as follows:

° Week 1:  1,360 Children Served (13,600 meals)

° Week 2:  1,651 Children Served (16,510 meals)

° Week 3:  1,826 Children Served (18,260 meals)

° Week 4:  1,632 Children Served (16,320 meals)

° Week 5:  1,701 Children Served (13,608 meals)

° Week 6:  1,436 Children Served (14,360 meals)

The format is “Grab & Go” on Tuesdays (5 breakfasts/lunches provided every Tuesday) and will continue through July 27, 2021 with the following times and places designated for pick up:  Brandon Elementary, pick up at 11:00 am to 12:00 pm; Valley Springs Elementary, pick up at 11:00 am to 12:00 pm; Corner of East Renee and North Cory Place, pick up at 11:00 am to 11:45 am; and lastly at Granite Valley Park (6101 N. Gold Nugget Avenue, Sioux Falls), pick up at 12:15 pm to 1:00 pm.  There will be lunch provided on-site for EL Summer School and Boys & Girls Club summer programs.

2021-22 School Calendar items include the following:  July 6 – 30, 2021 ~ Bus Passes Available; August 18, 2021 ~ New Staff in-service day; August 19, 2021 ~ In-service/workshop day; August 23, 2021 ~ In-service/workshop day; August 24, 2021 ~ In-service/workshop day; August 25, 2021 ~ First Day of School!

Lastly, Superintendent Larson presented updated pictures of work in progress for Inspiration Elementary School including the exterior commons/gym, exterior view from 41st Street, exterior main entrance, main entrance view, main office-Administrative Area, Nurses Office, Gym – with flooring complete and ready for painting, Kindergarten wing water fountain, computer lab, 1st – 4th Grade wing classroom, and playground equipment installation (in-progress).

Superintendent Jarod Larson reviewed the updated COVID-19 Pandemic Response Plan.  He outlined the safe return to in-person instruction and continuity of services plan as required by the United States Department of Education and the South Dakota Department of Education.  A Pandemic Response Planning Committee has been reinstituted for meetings on July 14, July 21, and July 28, 2021.  These meetings will be held in the Community room at 1 p.m. where they will meet as follows:

- The committee process will include consultation with BVSD families

- Recommended Mitigation Strategies/Plans Finalized:  Week of August 2, 2021

- Community input opportunities are provided at all Board of Education Meetings

- Formal Board Approval:  Monday, August 9, 2021

- Review/revise as necessary, but at a minimum of every six months.

The BVSD ARP ESSER Plan, as required, will include the following components:

- Prevention and mitigation strategies

- Academic impact of lost instructional time

- Investments aligned with student needs

- Investments in other allowed activities

- Facility repair due to COVID mitigation / HVAC Improvements

- Engaging students at risk

The Brandon Valley School District Preliminary ARP ESSER allocation is $1,004,882 ($200,976 required to be used for learning loss.)  At this time, we do not plan to utilize ARP ESSER Funds until the 2022-23 school year.  ESSER I and ESSER II funds are being utilized for 2021-22, as previously presented and approved.

Important date(s) related to ARP ESSER planning/funding include:  August 20, 2021-Districts must submit this plan to the Department of Education; September 30, 2024-All funds must be obligated; and December 10, 2024- All funds must be liquidated.

The new Special Services Director, Wendy Otheim, was present at tonight’s annual meeting and was introduced to the Board of Education.  Welcome Mrs. Otheim.

Board Policy Discussion Items were presented as follows:

Medicinal Cannabis:   Status Update

- Board of Education Standards drafting/submitting proposed rules regarding the administration of medical Cannabis in schools (7/9/2021)

- Interim Rules Committee reviews/approves rules (7/19/2021)

- Professional Organizations intend to have a draft policy for August once the “Administrative Rules Making Process” is complete.

Tentative Policy Language-Discussions Purposes:

Any request to administer a student medical cannabis will require the following:  

- The student must be a medical cannabis cardholder; 

- A copy of the valid medical cannabis card must be on file with the school; 

- Only the registered designated caregiver(s) shall administer medical cannabis to the student; 

- Only non-smokable medical cannabis may be administered;

- Medical cannabis is not allowed to be stored on school property;  

- All documentation required in Administrative Rule must be on file with the school prior to the administration of medical cannabis on school property and any change to the student’s medica cannabis cardholder status must be reported to the school.

Public School Exemption Student Participation in Activities:  Status Update

- ASBSD / SASD / SD DOE developing a Frequently Asked Questions (FAQ) document to help guide schools on this item.  At the time this document was created, the FAQ document was not available.

- Resident Public School Exemption Students are allowed to participate in school activities, which includes SDHSAA sanctioned activities.

- Non-resident Public School Exemption Students may apply for “open enrollment” for the purposes of participating in school activities. Acceptance/denial will be based on program capacity.

- Public School Exemption Students participating in activities are held to the same standard (academic/conduct) as enrolled students.

- At the time this document was created, there have been no formal requests for Resident Public School Exemption Students to participate in activities and no open-enrollment applications from non-resident public school exemption students to participate in activities.

- In the event a “non-resident public school exemption student” submits an open-enrollment application for the purpose of participating in activities, Policy JECB: ADMINISTRATIVE REGULATION, Criteria for Open Enrollment, will be utilized to process the open-enrollment request.

- Policy revisions / first reading(s) necessary due to this statute change will take place in August.

- There are also changes to the Public School Exemption Notification Process.  The process will be on-line and completed on-time by families choosing to home school.

- There is no longer a testing requirement for Public School Exemption Students.

2. Approve updates/changes/additions to the 2021-22 Brandon Valley Student Handbook as presented.

3. Set transportation fees for the 2021-22 school year as follows (with no rate increase for the 2021-22 school year):  Students living five miles or more from their designated school will not be charged a fee as per state law.  Students requesting transportation within 5 miles of their designated school will be required to purchase a bus pass.  Bus passes are $75/student per semester with a family maximum of $175/semester. Transportation is not available to in-district open-enrolled students.  Out of district open enrolled students will be charged $150/student/per semester, with no family maximum.

4. Set school lunch/breakfast meal prices for the 2021-22 school year as follows:  Elementary (K-6), Middle School and High School Students will have meals provided for the 2021-22 school year at no cost.  Morning Milk-.40, Morning Snack-.60; Adult Breakfast-$2.50; Lunch-$4.35.

5. Adopt tuition rate of $6,229 per student for the 2021-22 school year.

6. Approve 2021-22 mileage rate (no change from last year) at .05 over state rate:  .47¢/mile (when a district vehicle is NOT available); and 2021-22 meal reimbursement rates (no change from last year) as follows:  (in-state) Breakfast - $6, Lunch - $14, Dinner - $20; (out-of state) Breakfast - $10, Lunch - $18, Dinner - $28.

7. Approve 2021-22 listing of District Certified and Classified employees’ salaries for publication (see attached).

8. Approve agreement by and between the South Dakota Department of Education and the Brandon Valley School District #49-2 for Birth to Three early intervention services, effective July 1, 2021 to June 30, 2022, as presented.

9. Approve agreement by and between the Brandon Valley School District #49-2 and Reinhart Food Service for Child Nutrition Prim Vendor, effective August 1, 2021 through July 31, 2022, as presented.

1. Approve recommendation to hire through transfer of Kimberly Ludens, FAE full-time Child Nutrition to Inspiration Elementary full-time Child Nutrition Head Cook, $15.29/hour effective August 16, 2021.

2. Approve recommendation to hire Tucker Loosbrock, Assistant HS Boys Soccer Coach, 8.5% of Extra-Curricular Step Base ~ $3,459.00, effective for the 2021-22 school year.

3. Approve recommendation to hire Madeline Brake, FAE (.6 FTE) and Inspiration Elementary (.4 FTE) Computer teacher, MA Step 2 ~ $48,012.00, effective for the 2021-22 school year.

4. Approve resignation from Cassie Uithoven, RBE Kindergarten Teacher, effective at the end of the 2020-21 school year, to include liquidated damages of $1,000 (resignation submitted July 1, 2021.)

5. Approve resignation of Tara James, BVIS/BVMS Administrative Assistant, effective July 6, 2021 (prior to the start of employment).
